This census indicates that Ravinia (Lavinia in later census records and family tradition) was mother of James Heathcock. Also, it suggests that Ravinia was first married to a Burke.

Alfred Earl Heathcock filled out a WWI draft registration form on 12 Sep 1918.26 At the time he was a barber and lived at 327 28th St. in Cairo IL. He reported his nearest relative to be Clara Heathcock. He was reported to be medium height, meidum build, with blue eyes and light hair.

I still can't find Alfred Earl in 1920 but I found Clara listed with her mother in Cairo IL:

Note that it says Clara is "married" not "widow" like her mother.  This tells me that Alfred Earl was still around somewhere but not yet found in the census.  Willa May Winn was presumably Clara's daughter by her first marriage.
